Government-Backed Loans Demystified: Low Down Payment Options in SoCal

Compare VA zero-down entitlement, FHA 3.5% down flexibility and conforming loan limits, and learn how to avoid the monthly mortgage insurance traps that quietly inflate your payment.

You do not need 20% down to buy a home in Southern California. Government-backed loans were designed to widen access, but each program has rules that change the true cost of the loan. Below we compare the main options and flag the traps that cost buyers money over time.

VA Loans: 0% Down for Eligible Borrowers

A VA home loan in Orange County is available to eligible veterans, active-duty service members and certain surviving spouses. The headline benefits are:

  • No down payment for borrowers with full entitlement
  • No monthly mortgage insurance
  • Competitive rates compared with many other low-down-payment products
  • Limits on certain closing costs

VA loans do carry a one-time funding fee, which can be financed and may be reduced or waived for some borrowers, such as those receiving service-connected disability compensation. Eligibility depends on a Certificate of Eligibility and the lender's credit and income standards. The VA also has entitlement rules, especially if you previously used your benefit, so confirm your status early.

FHA Loans: 3.5% Down and Credit Flexibility

An FHA loan is insured by the Federal Housing Administration and typically requires 3.5% down for borrowers with credit scores of 580 or higher. Lower scores may be considered with a larger down payment. FHA guidelines can be more flexible on credit history and debt ratios than some conventional options, which is why many first-time buyers consider them.

The tradeoff is mortgage insurance, covered below.

Conforming Loan Limits Matter

Every county has loan limits for FHA and conventional loans, and Orange County's limits are higher than the national baseline because local prices are high. These limits are updated annually, so check the current published FHA loan limits for 2026 for your county before you shop. If a purchase exceeds the limit, you may need a jumbo loan, a larger down payment or a different structure.

Avoiding the Monthly MIP Trap

FHA charges an upfront mortgage insurance premium, commonly financed into the loan, plus an annual premium collected monthly. A widely known rule is that on loans with less than 10% down, the annual premium generally lasts for the life of the loan, whereas with 10% or more down it can end after 11 years. Here is an illustrative comparison:

  1. Loan A has 3.5% down and carries MIP for the full term unless you refinance.
  2. Loan B has 10% down and the premium drops off after 11 years.
  3. If a conventional loan is available and you qualify, private mortgage insurance on it can be removed once you build enough equity.

The takeaway: do not choose a program only because the down payment is low. Compare the full monthly payment and the exit plan.

What About USDA?

USDA loans offer 0% down in eligible rural and some suburban areas, with income limits. Most of Orange County is not within eligible areas, so check the official eligibility map for a specific address before assuming it applies.

How to Choose

  1. List your goals, savings, credit scores and any military service.
  2. Compare VA, FHA and conventional options side by side.
  3. Estimate the total monthly payment, including taxes, insurance and mortgage insurance.
  4. Ask each lender about overlays, which are stricter requirements than program minimums.
  5. Plan how you will eventually remove or refinance away from mortgage insurance.
